May I propose something?? Why would a winning % not be a better guage for teams having to be moved up? If a team has a percentage of at least .750 for tournies, then they should be considered. Most backyard tourn are not large enough to be a factor, use tournaments with a mininum # teams in each division (est by the directors) at the beginning of the year. Any players on the roster for the majority of the year should be locked into that class for the entire year. I feel it should be allowed for that team to play together no longer than 2 yrs after winning a major(State, Worlds for exa) tourny to defend or repeat. Those players would have to disband for a min of 3 yrs before they could play together again. 4 of those same players could play together either to start a team or join one. If any of those players wanted to drop down and play, they would have to request a release and 3 directors would have to sign off on it and he could not move back up for 1 yr. This is just an idea and can be adjusted but could be a start.
